Why ELI?
Developed for first responders, event management, building personnel, security teams, building management, event organizers, stadium managers, theater managers, operations, etc., to immediately convey where an actual occurrence is happening at an event or to locate a security breach or concern. Teams communicate simultaneously to identify the targeted area.
ELI saves precious seconds or minutes in any emergency. Location links assist in responding faster and more accurately to any venue indoors or outdoors, including loading docks, classrooms, hallways, parking lots, lobbies, or anywhere the event reaches.
A single click on the location indicator on the event map will SMS message the appropriate individuals, such as the security chief, show manager, venue personnel, etc. Emergency location links are ideal for pinpointing exactly where immediate attention is required, such as an unknown or suspicious package, an active shooter, a fire, or a medical emergency.
• Non-verbal communication to prevent inflating an occurrence. • Discreet messaging prevents scanners or unknown individuals from listening.• Silent communication allows for communication without revealing the sender’s location.• Uses SMS, a more reliable and discrete form of communication.• Significantly better than push-to-talk devices in an emergency. Multiple simultaneous communications are not canceled out.• Cannot be intercepted by other radios and frequencies or scanners. • No APP Required. Very easy to use.• Uses standard smartphones and mobile browsers.• GPS Enabled• User-defined emergency messages and emergency contact list per message. • Side benefit: Searchable interactive map, vendor/exhibitors, key locations, entrances, exits, etc.
An event entity (venue, organizer, producer, etc.) would license using ELI ™. The licensing entity would select ELI users. A URL and password will be issued to the users to access the mobile website. The users would save the URL to their respective home screens for easy access. ELI will remember the password so that, in the event of an emergency, one click will bring up the event map to select an emergency menu and the location of that emergency. A users video on how to load, save and use the ELI application for Android and iPhone will be provided as a value addition to the ELI™ license.ELI™ will use EXPOCAD® graphics technology to manage the event graphics with an exclusive physical security toolset usage license. ACT/EXPOCAD has +35 years of experience providing interactive real-time maps for events and tradeshows. The first tradeshow was the Shot Show at the Sands Expo in Las Vegas. It covered 630,000 sq. ft. of exhibit space and 1.5 million square feet of interior and exterior space. It was a successful pilot project that validated the efforts of ELI™.

How Did ELI Start?
4 events over a few months in 2017 and early 2018:
- Islamic terrorist suicide bombing of the Manchester Arena in Manchester, England following a concert by American pop singer Ariana Grande brought to light how first responders can benefit from location data in large venues.
- A couple of months later, a mass shooting occurred during a practice session for the annual Congressional Baseball Game in Alexandria, Virginia. What happens when first responders come into a large area, like a baseball stadium, unaware of location information of the perpetrator(s), the layout of the venue, or structures?
- A mass shooting occurred when a sniper opened fire on the crowd attending the Route 91 Harvest music festival on the Las Vegas Strip in Nevada. The level of shooting was unprecedented, push-to-talk devices were over-whelmed, where were the wounded, exits/entrances, venue layout, etc.
- Finally, the Parkland High School shooting was a mass shooting that occurred when a lone gunman opened fire on students and staff at Marjory Stoneman Douglas High School in the Miami metropolitan area city of Parkland, Florida. What is the floorplan, where are the exits, where are the wounded, what classrooms are all-clear, where is (or was) the perpetrator, what direction is the suspect headed?
These events set in motion a development effort to help first responders, security personnel, operations, and management to communicate effectively when all hell breaks loose. Working with experts at Dept. of Homeland Security, interviews with police officers, school security, and venue managers a plan evolved for an easy-to-use tool using smartphone technology. Imagine, first responders won't walk blindly into a building where they don't know the floor plan, the last known location of a perpetrator, hiding spots, all clear areas, location of medical emergencies, all on their cell phones. ELI(tm) was born.
After the release, we were asked what about helping high-profile individuals by government officials. A tool that doesn't track but can send for positionally accurate location data if help is needed. ELI Earth was born. Anywhere, where there are no building constraints for anyone who travels locally or internationally and may need to check in or alert for help.
